Of course Governors and mayors have to say something. It’s their job.

Which as we see Russian civilians are. Whether they were told to or not.

Orby, we both know that Medvedev was a place holder for Prime Minister Putin until they could change the laws to put Vlad the Failed back in the Presidents chair. Nothing that has happened since the late 90's has been anything but Vlad the Failed's doing with regards to the Russia and it's military policy.
Saying anything other is either semantics or being willfully ignorant and I know you're better than that.
