The reason the balloons haven't been shot down isn't the fear that debris will land on populated areas. It is they don't know what pathogens or chemicals are inside the balloons.
If planes came into U.S. airspace and ignored air force requests and were then declared as hostile they would be blasted out of the sky and they wouldn't be worried about debris falling out of the sky.
