If you are looking for food and water you need to evacuate and got too one of the places they are offering food and water. This isn't mad max...although it probably looks like a wasteland. There are shelters and kitchens and the like as is usual for these things. And no I would just shoot first obviously. Florida has a great deal of experience with hurricanes if it didnt happen in the first few days it wont happen pre-staged resources are already being handed out, search and rescue is all over the place helping people.
This ISNT Katrina while Florida has its issues they are and have been much better lead and corruption is wildly more under control than Louisiana.
