That's interesting. I know that the US gets cyber attacked all of the time and they even contributed some hacks to Russian state-backed actors, but I guess they didn't want to go to war over it.

Surely they mean cyber warfare, otherwise, how could they declare war on a group of hackers unless they can be tied to a particular nation-state's official hacking efforts.
It is no different than NATO. They already said a member who is cyber attacked can invoke article 5 and each instance is reviewed on a case by case basis.

For India, it's complicated. Here is an article that lays it all out. Basically, India is dependent on Russia in a few ways that affect their national security and they can't risk souring the 7+ decade relationship.
