Foreign Ministry statement concerning personal sanctions against heads of municipal agencies, members of the command of the armed forces and journalists of New Zealand

In response to the sanctions adopted by the New Zealand government against an increasing number of Russian citizens, both officials and their families, businesspeople and representatives of mass media, 32 New Zealand citizens have been added to the national stop list, including heads of municipal agencies, security, defence and law enforcement agencies, as well as journalists who are promoting a Russophobic agenda in that country. The said individuals will be prohibited from entering the Russian Federation with no time limit.

As a result of Russian Aerospace Forces strike on combat positions of 54th Mechanized Brigade of AFU near Mar'inka in Donetsk People's Republic, more than 50 nationalists of 2nd Battalion of this unit have been destroyed.

High-precision weapons of the Russian Aerospace Forces struck on a temporary deployment point of the Ukrainian Foreign Legion near Nikolaev city. The attacks have resulted in the elimination of up to 250 nationalists and 20 units of military equipment.

High-precision strikes of the Russian Aerospace Forces have eliminated up to 500 nationalists of 92nd Mechanised Brigade of AFU and large amount of military equipment in Merefa and Chuguyiv in Kharkov Region.

Shelling of combat positions of 16th Battalion of 58th AFU Motorized Infantry Brigade near Artemovsk have resulted in the elimination of over 130 nationalists. The remaining battalion servicemen, numbering up to 70, hurriedly left their positions and departed for Konotop, Sumy Region, where they were disarmed and declared deserters.

21st Battalion of 56th Motorized Infantry Brigade, which had suffered significant losses near Peski, came under artillery fire of AFU during its retreat to Vodyanoye and was almost completely eliminated.

Russian Defence Ministry has recorded and is taking into account for the future an official admission by General Skibitsky, deputy head of the Chief Directorate of Intelligence of the Ministry of Defence of Ukraine, that Washington directly coordinates each target for Kiev before strikes from US-made HIMARS MLRS.

Speaking to The Telegraph's British journalists, Skibitsky admitted that "before rocket launches, there are consultations between intelligence officials from both countries, which allow Washington to stop any potential attacks if they were unhappy with the intended target".

All this undeniably proves that Washington, contrary to White House and Pentagon claims, is directly involved in the conflict in Ukraine.

It is Biden administration that is directly responsible for all Kiev-approved rocket attacks on residential areas and civilian infrastructure in populated areas of Donbas and other regions, which have resulted in mass deaths of civilians.

No one else in Ukraine or in the world should have any doubts that the strikes by HIMARS rockets on Novaya Kakhovka on July 12, on Stakhanov on July 17, on Krasniy Luch on July 24, dozens of strikes on Donetsk and, of course, the July 29 strike on the detention facility in Elenovka, which killed 50 and injured 73 Ukrainian POWs, were planned by Zelensky regime and approved by Washington.

Political, criminal and moral responsibility for the Elenovka massacre and other war crimes in Ukraine, along with Zelensky, lies directly with Biden administration.

Russian Defence Minister General of the Army Sergei Shoigu holds teleconference with leadership of Armed Forces

National Centre for State Defence Control of the Russian Federation, under the leadership of the head of the military Department, General of the Army Sergei Shoigu, holds a teleconference with the leadership of the Armed Forces

Prior to taking up the issues on the thematic agenda, the Minister of Defence congratulated the paratroopers on Airborne Troops Day and then spoke about the special military operation in Ukraine.

Russian servicemen are actively involved in the work to establish peaceful life in the liberated areas and settlements of DPR, LPR and Ukraine. In total, some 1,400 humanitarian operations have been carried out, delivering more than 50,500 tonnes of humanitarian aid.

In addition, military builders are rebuilding civilian infrastructure in the liberated territories at a rapid pace. US Congress’s initiative to designate Russia as a state sponsor of terrorism

The US legislators, including the “flying” House of Representatives Speaker Nancy Pelosi, are at a loss for new anti-Russia sanction instruments, having used all their available tools, which for the most part proved ineffective. They are considering a new “powerful weapon”: the declaration of Russia as a state sponsor of terrorism.

Senators and Congresspeople may regard this use of national legislation, which contravenes international law, as a terrible punishment, which might force Russia to accept the US “rules-based order.” This is naïve. They forget that for every action, there is an equal and opposite reaction, and a logical reaction to their irresponsible move would be the severance of diplomatic relations, which would push Washington beyond the point of no return with all the ensuing consequences. The United States must understand this. I hope the “flying” speaker will return to base and possibly consult those who are at the very least interested in diplomacy as a profession. We would like to believe that the Biden administration is aware of this, despite its eccentricities.

It is surprising that the American political class, especially on the Capitol Hill, is unable to soberly assess the current geopolitical realities which have no place for the former US hegemony. They bombed Yugoslavia, killed civilians in Afghanistan and Iraq and destroyed Libya as a state. But they came against resistance at some point. They have failed to dismember Syria, and Afghanistan is a telling fiasco. The United States, which is sending more and more weapons to Zelensky’s regime, is in for a humiliating defeat in Ukraine. Everyone is aware of this.

We look forward to seeing what the Congress’s initiative will lead to after the “flying” speaker returns home. They should know that we are ready for any turn of events, and if Washington decides to cut short relations with Moscow, we will survive this. There should be no doubt about that.

On August 5, 2022, from 4:20 pm to 5:24 pm, Ukrainian armed formations carried out three artillery strikes on the territory of the Zaporozhye nuclear power plant and the city of Energodar. In total, twenty 152-mm shells were fired.

The shelling was carried out by one of the units of the 45th artillery brigade of the Armed Forces of Ukraine from firing positions near the village of Marganets, located on the opposite bank of the Kremenchug reservoir, controlled by the Ukrainian army.

As a result of shelling in the city of Energodar, there is a partial lack of electricity and water supply, a part of the equipment of power unit No. 3 is de-energized, and the generated power of power unit No. 4 at the nuclear power plant is reduced. In addition, the hydrogen pipeline was damaged, which caused a hydrogen flare fire at the hydrogen station. The fire was promptly extinguished by emergency services who came to the rescue.

On August 7, Zelensky regime committed a new act of nuclear terrorism at the energy infrastructure of Zaporozhye NPP to create a humanitarian disaster in Kherson and Zaporozhye regions.

At around 12:40 p.m., Ukrainian units of the 44th Artillery Brigade shelled the Zaporozhye NPP from near Marganets, on the opposite bank of Kakhovka reservoir.

Ukrainian shelling damaged Kakhovskaya high-voltage line, which supplied electricity to Zaporozhye and Kherson regions.

A power surge occurred at Zaporozhye NPP, causing smoke in the plant's open switchgear. The safety system was also activated, cutting off the power supply.

Fire crews arrived and the smoke was extinguished.

The capacity of Units 5 and 6 was reduced to 500 MW by plant technicians to prevent disruption of the nuclear power plant.

Russian Defence Ministry continues to monitor foreign mercenaries who have arrived in Ukraine to take part in combat operations.

Over almost four weeks (from July 8 to August 5) the number of mercenaries in Ukraine decreased from 2,741 to 2,192 as a result of the offensive actions of the Russian Armed Forces and the units of the people's militias of Donetsk and Lugansk people's republics.

Meanwhile, 175 more "soldiers of fortune" have arrived in Ukraine in recent weeks, including 81 fighters from Georgia.

At the same time, the number of mercenaries arriving in Ukraine does not outweigh the losses in their ranks. 335 foreign fighters have been reliably confirmed killed during this period.

Another 389 fighters left Ukrainian territory on their own.

Foreign Ministry Statement on preparing an IAEA international mission to Zaporozhye nuclear power plant

On June 3, Russia and the IAEA Secretariat reached agreement on the itinerary and timetable for the visit by the Agency’s international mission to the Zaporozhye nuclear power plant. IAEA Director General Rafael Grossi planned to head the mission, which also included prominent experts from several countries.

Working closely with the Agency, we have succeeded in surmounting all the challenges related to preparing and holding this event considering the complexity of the current environment. However, the Department of Safety and Security within the UN Secretariat switched on the red light at the very last moment, and the Kiev authorities jumped on this opportunity by stepping up their provocations and shelling the nuclear power station.

We hope that in the current situation the UN Secretary-General awakes to the responsibility that rests upon him and refrains from creating obstacles for the IAEA mission through a department within the Secretariat which reports to him.

NATO has openly declared itself a nuclear alliance. There are U.S. nuclear weapons on the territory of non-nuclear bloc allies. Madam Chairman,

As a leading nuclear power, Russia has consistently advocated broad access to the benefits of peaceful nuclear energy for States parties to the NPT and the development of international cooperation in this area.

In 2020, the Russian nuclear industry celebrated its 75th anniversary, having reached high levels during these years. The share of nuclear generation in 2021 was about 20 percent of the total electricity generation in the country. An absolute record was set for electricity generation over the entire history of our nuclear power industry – over 222.4 billion kWh, which exceeded the 2020 figures of 215.7 billion kWh.

Currently, Russia has 37 nuclear power units with a total capacity of about 30 GW. In 2021 the sixth power unit of the Leningrad NPP with a VVER-1200 generation 3+ reactor, which meets all post-Fukushima requirements and has both active and passive safety systems, was commissioned.

Nuclear energy is a source of low-carbon electricity and is an essential tool for combating global climate change. Greenhouse gas emissions during the entire life cycle of NPPs are similar to those of hydro, wind and solar generation and are almost 70 times lower than the values for coal-using TPPs. The scale of the contribution made by nuclear power in the fight against climate change can hardly be overestimated. The existing nuclear power plants in the world provide savings in greenhouse gas emissions equivalent to the absorption capacity of all forests on the planet.

Madam Chairman,

With regard to another allegation against Russia, we would like to state the following. At the beginning of March, Russian troops entered the territory of the Zaporozhye NPP (ZNPP), as the plant happened to be in the territory under our control. It could not be left without an armed guard. Otherwise, there would be a threat of access to the site by non-state actors and the risk of leakage of radioactive materials. Non-proliferation assurances and normal functioning of the plant certainly had to be provided.

We have already said it before and we will say it again: Russia cooperates closely with the IAEA and is preparing a visit to the ZNPP together with the agency. The responsibility for the fact that this trip has not yet taken place lies solely with Kiev and those who support it. Therefore, we reject the cunning appeals to Russia to allow IAEA inspectors to enter the plant as untenable. These must be addressed not to us, but to the other parties on whom it depends.

There has been disturbing news in recent days. We have already informed the Conference that on 5 August the Ukrainian armed forces shelled the Zaporozhye NPP industrial site with large-caliber artillery.

Nah. The exploding airfield was due to a lack of fire safety precautions.

Those Ukrainian Special Forces are just so careless around large amounts of ammunition and fuel.

Russian Defence Ministry report on the progress of the special military operation in Ukraine

The Armed Forces of the Russian Federation continue the special military operation in Ukraine.

As a result of the Allied Forces offensive near Soledar, the losses of AFU's 14th Mechanized Brigade have amounted to more than 2,000 people. The remnants of the brigade's personnel have been withdrawn by the Ukrainian command to the rear areas.

As a result of high-precision strikes by Russian Aerospace Forces, the losses of AFU's 56th Motorized Infantry Brigade near Opytnoye and Nevelskoye in Donetsk People's Republic exceeded 70 percent of their manpower.

1 fuel depot for Ukrainian military equipment near Kurakhovo in Donetsk People's Republic, 6 ammunition depots have been destroyed near Velikoye Artakovo in Nikolaev Region, Zaliman in Kharkov Region, Kramatorsk, Zaitsevo, Krasnogorovka and Avdeevka in Donetsk People's Republic.

Russian Aerospace Forces have destroyed 1 AN/MPQ-64 counter-battery radar station supplied by the United States to the Kiev regime near Chasov Yar in Donetsk People's Republic.

Allied Forces offensive resulted in the complete liberation of Peski in Donetsk People's Republic.

High-precision long-range sea- and land-based missiles and multiple rocket launchers struck enemy reserves near Gavrilovka railway station, Kharkov Region, eliminating over 70 servicemen and wounding over 300 of them from 30th Mechanized Brigade of AFU.

Movement on this section of the railway is completely blocked.

High-precision strikes of the Russian Aerospace Forces against a temporary deployment point of 10th Mountain Assault Brigade near Pereyezdnoye in Donetsk People's Republic have destroyed up to 170 nationalists and 12 pieces of military equipment.

During Allied Forces offensive near Artemivsk in Donetsk People's Republic, 2 companies of 72nd Mechanised Brigade have been completely destroyed.

True, the use of anti-personnel mines, including Lepestok antipersonnel high-explosive mines (also known as the Green Parrot or Butterfly mines), by Ukrainian troops in public spaces in Donbass with large gatherings of civilians is a flagrant violation of international humanitarian law, including the commitments under Additional Protocol I of 1977 to the Geneva Conventions of 1949 and the Convention on the Prohibition of the Use, Stockpiling, Production and Transfer of Anti-Personnel Mines and on Their Destruction, also known as the Ottawa Treaty.

To permanently resolve the issue of the use of anti-personnel mines against civilians by the nationalist regime in Kiev, we have raised this issue at relevant international forums, including in the UN and as part of the efforts under the convention on inhumane weapons [the United Nations Convention on Certain Conventional Weapons], as well as during meetings with the UN Secretary-General and the UN Secretariat members. In particular, on our initiative, this issue was considered at a UN Security Council meeting on Ukraine held in New York on July 29, 2022, and at a meeting of experts from the member countries of Protocol Additional II to the convention on inhumane weapons held in Geneva on July 20 and 21, 2022.

We will continue to focus the international community’s attention on the illegal and inhumane use by the Ukrainian armed forces of any anti-personnel mines. We will seek to bring the members of the Kiev regime who are behind these crimes against civilians to account.
