Clayton just happened to take over at Apollo, who benefitted from the Clayton SEC decision to sue cross border settlement company Ripple (in the days leading up to his planned resignation) while declaring Bitcoin and Ethereum to be not covered by securities laws.

In theory it could validly be:

Semantics I know, and "HAS" would have been much better.
It could also be seen as emphasising the changing nature of time - rather than Past, Present and Future Tenses, in reality we are moving to a PRESENT tense of the NOW.

We need to bear in mind that some of these could be due to the need to make the CAPITAL letters sum to the required gematria, in order to point to the wanted KU post.
