1) DC was going to be "bordered" by the national guard and anyone wanting to leave would have to agree to search of all their possessions and a strip search,

2) Then, rather than putting Marines/NG at risk, the Potomac was going to be diverted to flood all the tunnels in DC, up to 3 times, to ensure they were fully "sanitised",

3) Then D.C. was going to be left, deserted, as a mausoleum to the corruption that the people should never have allowed to happen .

That link has been passed around for years. All the timestamps are "1984" making that dump location difficult to find anything new which I've never found anything.

My only issue with this, would be that two of the US Library of Congress buildings could be seriously damaged by flooding the tunnels. (I will not tell anyone how I know this, but I personally know this).
