The effects of the vaccine will be noticeable mostly after many years. I once read that vaccines take decades to improve or being effective enough so it doesn't do any harm ..

Yep...at some point a human being would punch in the number of votes to swap, hit the "enter" key and the swap is made instantly. In 1980, it would have worked easily. But there are digital-soldier watchers today....thousands of us, even at 4am.
