Some types of magnesium flares can look like WP flares under the right conditions. WP is used as a smoke screen, not to distract missiles. It burns hot enough, but not intensely enough, like a magnesium flare does.
BEIRUT (AP) — As fears grow in the West that Syrian President Bashar Assad will unleash chemical weapons as an act of desperation, NATO moved forward Thursday with its plan to place Patriot missiles and troops along Syria's border with Turkey to protect against potential attacks.
Germany's Cabinet approved the move on Thursday, and German Defense Minister Thomas de Maiziere told reporters that the overall mission is expected to include two batteries each from the Netherlands and the United States, plus 400 soldiers and monitoring aircraft.

Israeli commandos sent to Syria are
watching that country’s chemical
weapon stockpiles. The paper has
quoted an Israeli source as saying the
Syrians have been hastily relocating
their chemical arsenals. On Thursday, rebel fighters seized a village located within 3 kilometers of Syria’s biggest chemical weapon storage site.

Syria has accused the United States of

consistently worked over the past year
to launch a campaign of allegations on
the possibility that Syria could use
chemical weapons during the current
crisis," the Foreign Ministry wrote in
letters to U.N. Secretary-General Ban
Ki-moon, the state-run Syrian Arab
News Agency reported.
"What raises concerns about this news
circulated by the media is our serious
fear that some of the countries
backing terrorism and terrorists might
provide the armed terrorist groups
with chemical weapons and claim that
it was the Syrian government that
used the weapons," SANA quoted the
letters as saying.
