Notice where the serial letter is blackened out on the upper left..then down in the bottom right..correct- AB32836881E something is up with that..he either did not want the bill traced..or was changing the upper left to either an I or 1. The guys whom can track this..Treasury Department..I think it would be important to find out where the bill came from.

The number 7 is my favorite number and has many meaning..Im going to check this out..there is also a symbol on the front of the bill..I will look around for that..

In my opinion..the homeless guy use to work for the Government..he is very important..and may have just went off the grid..that is just my opinion based on instinct..whatever this is..I think it will guide you to allot of money..if so..who ever finds it..you need to make sure that poor homeless guys has everything he wants and needs..

I doubt all of those markings mean something, but my guess is at least half of them mean something. And I have a strong suspicion we are missing something here... there's something else to be found, another message hidden here. I know it.

The number 7 is a spiritual number and indicates completion of initial work..I think this is the meaning on bill..but there are numerous other connections with the number 7. The number 7 also relates to Neptune, Saturn, The Chariot, Saturday, Violet

The message is divided in 3 parts and each is written in 3 diferent languages spanish, english and russian.

Part of the message reads

the back of this image i.imgur.com... is definitely the english alphabet although out of order - i wrote down the letters missing and they correspond to those letters g n i t s e r a l p o d -

why is the letter "B" marked out on the front of the 50?

Don't cyphers have a code of sort? so if one letter represents something it usually does through the whole message? I don't see how anyone got that code and figured it out and would love to see how they did it.

I think your point might have had more validity 10 years ago because there are very sane yet stressed out homeless people roaming the streets now.

South Florida, where I live, might be the capital for homeless and trust me, I've spoken to many. True, there are a bit more homeless who drink and drug but it appears that lead is being closed in on by the lower/middle-class homeless now.
There are a lot of men who have loss their jobs, wives, kids, houses, cars etc and are sleeping on the beach and in parks. This was NOT the case 10 years ago. And in fact, I bet their handwriting is great because they articulate very well.

So times are changing and your stats might be a little out-dated now.

About the OP, what does double encrypted mean? (or whatever that terminology is) Because I just gave the standard alphabet value to the letters on the back and it made no sense at all.

Yeah cheers for that I looked through that but what is the number code for that message, have you figured it out too? What type of cypher is it or is it a unknown one? I find it interesting and would like to see how it is solved as all of that wiki page isn't making sense in relation to this code

The message claims to be from the ragged man himself. I would be inclined to believe it was someone trolling me, but the section that has a red box around it is my name how it appears on my bag... Along with the message came another cipher, but after trying the method that SirSpam used, it doesn't seem to follow. The message makes reference to the use of a proxy and how he wants to remain low profile. Below is the plain text of the message:
