That does NOT at all look like the handwriting of a homeless person. Why not? That looks like the handwriting of a stable individual who does not deal with any alcoholism or mental disorders.

I read the reddit story a bit.

CHANCES ARE ZERO that a randomly picked, single person would have decoded this.
(Ok, not ZERO but incredible small).

Let's just wildly speculate that this is some three letter agency looking for new, bright agents, do you think they would pick some random dude off the street, hand him a VERY elaborate code...and then rely on whether that person would solve the code? BS.

The code can (according to common sense and logic) only be solved if many people try to figure this out, eg. as has happened by that person posting this on reddit and then going viral.

Without such a chance for BIG exposure there is hardly a chance that the code could've bee solved,

THEREFORE..the whole story is a hoax since it was intended beforehand to make the entire story public.

(Alternatively, the person looking for new people "to make more money"..would need to do that on a huge scale, eg. handing bills to tons of people..to have a remote chance that one of them (WITHOUT any help, alone)..would figure out the code. Here also, chances are slim to randomly get some nerd who is skilled enough to figure out the code)

have a look, it's 26 letters total and the letters in the first line and second line are unique to their respective lines, that is to say the letters on the first line do not appear on the second line and vice-versa

I can't decipher this, but in my opinion the "homeless man" has a serious background in cryptography. I don't think this was just something made up, either, it has the marks of something learned rather than made-up if that makes sense. In other words, whoever made the code has experience in codes.

Misdirection.

Now He's got all of ATS workin' on some BS that the NSA is supposed to be workin on while ATS is supposed to be makin sure DARPA doesnt KILL the NSA with their CUSTOM-BUILT VIRUSES by talkin about "The X - Files",
which the FBI was supposed to keep locked up in the Basement.

I dunno, I think that note looks a little too crisp. Not a fold or wrinkle anywhere that I can see.
Does it look like a piece of paper that was carried on a crowded subway, then carried around by the guy who ended up with it?

132.96.235.251 converted to hex: 2220944379. That IP is from Fort Huachuca in AZ. Edit: Fort Huachuca is the command center for NETCOM, which "protects and operates Army Cyberspace" Edit 2: Friedman Hall at Fort Huachuca is named for a famous cryptographer, and apparently well a guarded "Sensitive Compartmented Information Facility."

So silly to see someone make a statement without even bothering in any way at all to state why they believe so or their qualification.

There is a very expensive book on handwriting analysis published by the CIA available for purchase on amazon. Or, it was. It was a massive book. You can tell what kind of mood someone was in by the pressure they used, for one thing, when writing, as well as many other things. You can tell if someone was deliberately trying to fake a handwriting style.

At this point, I'm not even interested in keeping up with this. It's trivial. I've said my share. The rest is for the birds.

I have no source.. But with all this homeless talking, ad how his handwriting was too neat... You know there was a study one, and the majority of "homeless" asking for money in nyc ad phila actually live in 400k homes. So looking like a homeeless guy in nyc means nothing. Hes probly right about what he wrote in the cypher... Plenty more money where that came from. Id go if I were that guy on reddit.. But theres good chance he might get offered a black market job... Likee.. "hey theres a boat at pier 4 waiting for you. You'll transport weapons to africa and return with some body armor."

This seems important to me..some kind of special code..all you smart guys can give this a try..I dont know where it will go..Something I learned in the past..

A = 1 B= 2 C=3 D=4 E=5 F=6 G=7 H=8 I=9

Then you start over- J=1 etc...

This is the first thing that came to me..who knows...the O or 0 with the slash across it is some type of symbol...some of the letters may be in Ruine Code?? I think its directions to something..the giving of the money indicates that.

The above makes more sense....the whole thing is an elaborate story, to source out people online, capable of breaking code, then recruit them ......perhaps ?

Remove the homeless from the equation, and you have a simple but effective viral advertising campaign that ultimately will benefit the hot-dog stand
So boycott the stand , even better get a license to sell some food, t-shirts or something like that near it and you may get something out of the scheme...
