I have a usb key. On this usb key, besides a complete operating system, is a simple dns server. On it, I have the ip addresses of every site I use in my day to day life, or that would be handy in the event of the 'normal' internet going down, mapped, so that I can get along quite well even if all dns service is cut off(probably one of the most effective ways to shut down the internet.)

In the event of, say, isp's actually blocking access to the network, there are also ample routing and network access tools on it as well.

In short, anything short of the infrastructure of the internet being dismantled, it is completely possible to access whatever still exists of the internet, ie any other computer also connected to the remaining infrastructure.

It clearly says their communications are under attack. Being in the open, having many people see a somewhat vague order is better than being detailed on the phone when you're being listened to.
