To; Comrade Jevgeni Popov, leader of the department of industry of the Central Comite of the communist Party of the Soviet republic Estonia.
16 June 1987
The geological institute of the Estonia Academy of Science with cooperation of several important national research institutes did some careful laboratory investigations regarding composition, structure and properties of that alloying.
Out of different scientific research it appeared that it could not be from a natural occurring alloying but from a by technical means created one.
The fact that it is a matter of an artificial alloying is no doubt contrary to the fact that the object of where it comes from lays so deep underground.
That’s why several geophysical measurements where done on loco in order to investigate the ground.
With geophysical methods become unambiguous determined that the cause of the anomaly in the ground was the result of a metallic object.
The fragments possessed by the geological institute and which contain a metallic alloying where important because of the following reasons.
Because the structure and properties of the alloying from its composition seem to look ferrit like, confront our experts with a mystery because such a technological way of creating that kind of alloying was unknown so far.
Regarding its extreme hardness en heat resistance could such an alloying be very important to the industry, including the missile production.
Also to look for new communication means could the alloying of that object and its capability due its influence on people with a raised sensitivity be very important.
And after all, promised such an investigation of the object enrichment of knowledge for natural science including geology.
For reasons like that we find it necessary that the investigations on the spot must go on.
We propose the following procedure.
1. In order to determine the position, shape and size of the object there must some 6 drillings executed around the anomaly to a depth of some 66.6 feet.
The outlines of the anomaly where determent due geophysical inquiry. Taken the fact in mind that the ground structure is moraine like the drillings must be done with hollow diamond drills in order to get a complete drill core.
The board of the department of geology of the Soviet republic Estonia that has the specialists, equipment and instruments was entrusted with executing that work. The investigation where planned from 20 June to 20 July 1987.
2. The geophysical exploring would be executed after the drilling with hydro-acoustic tools.
The concerning investigations would be executed by experts of the institute of nuclear geophysical and geochemistry of the department of the geology of the Soviet Union. The investigations where planned from 20 July to 20 August 1987.
3. The results of the investigations in the foregoing phases on the spot must be analyzed en interpreted. The silhouette of the object in vertical direction, it depth, size and shape must be set.
The investigations where planned from 20 August to 20 September 1987.
After the results of the third phase and when needed another program would be worked out.
H. Wijding,
Acting director of the research department, geological institute of the Academy of Science of the Soviet republic Estonia.
The results surprised scientists. In the very small volume of the sample was found up to 38 elements of the periodic table, many of which in nature do not occur together. The sample proved to be inactive, but is strongly magnetic. At the conclusion of Obraztsov Academician and Professor AI El'kina (IISS), it was a composite, reinforced with calcium-iron-silicon fiber material, which is a metal matrix glass. "Application of the alloys of this type as a structural material in aircraft applications is unknown. Alloy of this type should have high heat resistance, are highly resistant to boiling mixture of acids of any concentration (Academician ST Kishkin, VIAM). According to some experts, this kind of material, most likely, was obtained by powder metallurgy at unusually high pressures, which at the present level of development of science and technology on Earth can not be obtained.
