The High-Frequency Active Auroral Research Program (HAARP), located near Gakona, Alaska, began in 1990. It consists of a high-power transmitter used to temporarily excite a limited area of the ionosphere, and a sophisticated suite of instruments used to observe the physical processes that occur in the excited region. When complete, 180 72-foot antennas will be distributed over about 33 acres, with a total transmitter power of about 3,600 kilowatts.
Background

HAARP has become a favorite target for conspiracy theorists and doomsayers. They have blamed HAARP for triggering catastrophes of biblical proportions, such as massive floods, devastating droughts, powerful hurricanes, tornadoes and thunderstorms, and devastating earthquakes in Afghanistan and the Philippines aimed to “shake up” Muslim terrorists.

HAARP has also been blamed for major power outages in the western United States, the downing of TWA flight 800, and mysterious diseases such as the Gulf War Syndrome and Chronic Fatigue Syndrome. Some claim HAARP is a mind control device that spurred the shootings at Columbine High School and elsewhere. (Devices are even being sold to block HAARP’s mind-altering emissions.) HAARP has also been described as an impenetrable missile defense shield, a death ray capable of rendering the Earth uninhabitable, a machine that can interfere with the migratory paths of wild animals, a diabolical tool wielded by the forces of the Antichrist, a worldwide communications jammer, an apparatus that can cause the Earth to spin out of control, and a system linked to UFO activity.

Why is HAARP such an attractive target for conspiracy theorists? HAARP is a gigantic, high-energy, Pentagon-funded gizmo located in the remote Alaskan wilderness that plays around with the Earth’s ionosphere, but whose purpose seems deeply mysterious to the scientifically uninformed. HAARP also involves physics resembling the alleged revolutionary work of a poster child of conspiracy theorists, Nikola Tesla, and is allegedly linked to physicist Dr. Bernard J. Eastlund’s weird patent (#4,686,605) involving the use of Tesla technology for altering the Earth’s energy fields.


The two main HAARP conspiracy and doomsday books are, Angels Don’t Play this HAARP: Advances in Tesla Technology by Dr. Nick Begich and Jeane Manning, and HAARP: The Ultimate Weapon of the Conspiracy by Jerry E. Smith, the former Executive Director of the National UFO Museum. In addition, numerous websites can be easily located that describe all the alleged dire effects of HAARP.

Perhaps the best defense of HAARP is posted on the official HAARP website, especially on the page entitled “Some Frequently Asked Questions about HAARP”. The site provides detailed descriptions of HAARP, its purpose, and its impact on the environment. According to this website, HAARP is a research facility whose goal is to “further advance our knowledge of the physical and electrical properties of the Earth’s ionosphere which can affect our military and civilian communication and navigation systems.” The ionosphere extends from 35 to 500 miles above the Earth’s surface. It contains charged particles, called ions, and electrons that can destroy, reflect, and absorb radio signals. The behavior of these particles impacts communications, navigation, surveillance, and remote sensing systems. By better understanding Earth’s ionosphere, the reliability and performance of these systems can be improved.

Is HAARP a secret project?

Although many conspiracy theorists claim that HAARP is a top secret project, the official HAARP website states, “The HAARP program is completely unclassified. There are no classified documents pertaining to HAARP.” Indeed, why would a secret project provide so much public information on a website? Furthermore, HAARP is staffed by researchers from many different industries, and many universities, including UCLA, MIT, the University of Alaska, Stanford University, the University of Massachusetts, Clemson University, Penn State University, Dartmouth University, the University of Tulsa, the University of Maryland, and Cornell University. Such publicized wide participation is hardly a sign of a clandestine project. In addition, photographs of the HAARP facility are readily available and show no barriers or security fences, guards, surveillance equipment, or other indications of a secret operation. There are even occasional public tours of the facility.
Can HAARP be used for military purposes?

Although the Air Force and Navy jointly manage HAARP, officials claim HAARP is not designed for military purposes, but is a research facility whose specifications were developed by a consortium of (previously mentioned) universities.

The HAARP website does say that interest in ionospheric research includes “the unexplored potential of technological innovations which suggest applications such as detecting underground objects, communicating to great depths in the sea or earth…” This statement has led to reasonable speculation that HAARP-like technology is or may be used to communicate with deeply submerged submarines or to detect hidden underground military installations.

Are HAARP’s emissions a health risk?

According to the HAARP website, “HAARP complies completely with all existing safety standards for electromagnetic radiation at all locations on or off the site,” and an “Environmental Impact Study was conducted during 1992–93 in accordance with the National Environmental Policy Act (NEPA).” Furthermore, HAARP’s emissions, even at the closest public access to the site, are claimed to be lower than emissions existing in many urban environments.

The HAARP website also addresses the concern that HAARP emits extremely low frequency (ELF) radiation that could produce health problems and affect our mental functions. While HAARP does not transmit signals in the ELF range, it is possible to generate a small but useful ELF signal through ionospheric heating. According to HAARP officials, this ELF signal “will be more than eleven million times weaker (smaller) than the Earth’s background field and about one million times weaker (smaller) than the level where researchers have reported biological effects in the literature.” The field is so weak that it may only be detected with sophisticated instruments.
Could HAARP impact the weather?

According to the HAARP website, “The HAARP facility will not affect the weather. Transmitted energy in the frequency ranges that will be used by HAARP is subject to negligible absorption in either the troposphere or the stratosphere — the two levels of the atmosphere that produce the earth’s weather.” HAARP’s transmissions do interact with the near-vacuum region of the ionosphere. However, the “downward coupling from the ionosphere to the stratosphere/troposphere is extremely weak, and no association between natural ionospheric variability and surface weather and climate has been found, even at the extraordinarily high levels of ionospheric turbulence that the Sun can produce during a geomagnetic storm. If the ionospheric storms caused by the Sun itself don’t affect the surface weather, there is no chance that HAARP can do so either.”
How long do the effects of ionospheric heating last?

The HAARP website says, “Since the ionosphere is, inherently, a turbulent medium that is being both ‘stirred up’ and renewed by the sun, artificially induced effects are quickly obliterated. Depending on the height within the ionosphere where the effect is originally produced, these effects are no longer detectable after times ranging from less than a second to 10 minutes.” Once again, local changes to the ionosphere resulting from HAARP are many orders of magnitude less than those global changes caused by variations in the Sun’s energy output. According to the HAARP Environmental Impact Statement, there are no significant impacts to the ionosphere, and therefore, no mitigation measures are required.

Can HAARP create a hole in the ionosphere?

According to the HAARP website, “No. Any effects produced by HAARP are miniscule compared with the natural day-night variations that occur in the ionosphere. Several ionospheric layers completely disappear naturally over a whole hemisphere during the evening hours. HAARP can’t come close to producing this effect, even in the limited region directly over the site.”

What effect will HAARP have on the Earth’s magnetic field?

According to the HAARP website, HAARP’s transmitter “becomes useless during a geomagnetic storm. During these common solar induced events, the natural variations reach a level that is more than 10,000 times stronger than any variation that HAARP could produce… The Earth’s static magnetic field, in turn, is more than 1,000 times stronger than the variations that occur during a magnetic storm and more than 10,000,000 times stronger than the variations that HAARP could produce.”

Did you also know that underground nuclear facilities have evidence of weather-altering technology with the use of nuclear atomic explosion that can effect the pressure's of the atmosphere's above the surface. The same as when billion's of watts are beamed into the ionosphere and reflect back from space to the surface of the Earth's crust enabling it to warm upto highly volatile temperature's and it is then this converted heat transfer into radiation and vibrations that alter the weather patterns.

You're right. I wasn't accurate. Not nothing. Not completely transparent. A loss of .008dB for each kilometer.

3G towers put out only about 3 watts. The amount absorbed from that is pretty tiny. I wouldn't worry about it heating up the atmosphere very much. A sunny day does a heck of a lot more.

Like an individual human i think the collective goes through the same thing, when we open ourselves up to higher and more powerful understandings we have a tenancy to get lost and confused, its a common practice by yogis to ground yourself back to your roots in the earth after opening the 7th or even the 8th or 9th chakra to make sure that all this new information wont be self destructive to you. With higher understandings comes the responsiblilties to be able to handle them. And I think subconsciously the collective, just like the individual is going to try and ground themselves. Maybe it will manifest itself into something violent and destructive. Because sometimes something drastic has to happen over and over and over again until the karmic lesson is learned so we can finally move on, and learn embrace something more divine.

Well for your information the military hold numerous detonation's above large populated cities from space to see the effects of the fallout and the change of weather patterns. I've learned this from a source and took an oath to keep a lid on it but since I try my best to educate people like you on the subject regardless of your ignorance because I care about what THEY are doing to us and yet I still get silly comments from the know it all groups.

I appreciate the discussion, not that I entirely agree, you apparently haven't lived in Michigan for ~35 yrs, because this is a very cold planet--or at least it is supposed to be--over here, you can tell the thermal balance of the air is being jacked with in these parts.

Now if only I could get access to some of the equipment onsite and see what it does, that might actually prove or disprove a thing or two, maybe I could attach a motive to what I theorize that the base station transceiver is doing--that would go along way. I need to see the equipment and get specs on what it does.

I will not say for certain whether you are right or wrong. However, I think its rather important that you should consider that the HAARP website is going to tell you everything that you want to hear as opposed to everything that you NEED to hear.

This study went on for 40 years without being discovered for what it REALLY was. Its was able to survive 40 YEARS because of cover-ups and disinformation. LIES. So, now that you know about this particular study, lets create one of our own.

So, lets create a hypothetical study for technology where the same thing exists today, and lets create a website for that same study where people can visit the website so that they see only the benefits for such a study as opposed to seeing the TRUTH of such study.

Hypothetical study: We have a machine that can replicate syphilis cells in the human body via electromagnetic radiation. We realize that this machine will have many uses and capabilities, but, all in all, we also realize its capacity as a weapon. Your job is to hide these studies in "PLAIN SIGHT," so that the public is not aware of the true motives for the existence of this study so that you can exist on the radar without the nagging and the crying of the general public. The first thing that you're supposed to do is create a website that the public can visit. You are to create a site that does not raise alarm bells within the imagination of the public, because, if the public knew the true reason for the study, they would probably demand access to your facilities or lobby against the government to shut the facility down. Remember, your facility is owned by the government, and the military protects this facility so that the public cannot just walk up to it and create problems like Jessie Ventura did. So, back to our original mission:

1. You must create a website that talks about the benefits and the existence of the technology that you are perfecting.
2. You must convince the public that your facility will benefit science and that there are no adverse effects of using said technology.
3. You must convince the public that your facility is merely there for research purposes, so you create fact charts and sheets that correlate to your overall objective without illuminating the idea that it can double as a weapon. Additionally, you let Universities visit and experiment with the technology, because after all, some of these researchers may be working with you after they have graduated their programs to continue the legacy of your technology. Some of these researchers may even be able to improve it later on. HAARP recently had some upgrades in 2007 which brought its power up to 3.6 megawatts.
4. You don't release any scientific materials or results of your studies to the public, but, you explain the very general principles that allow your piece of technology to exist and how they could benefit mankind with research.
5. You explain the reason why the military owns such technology and why it is not available for the public to visit. Institutions that have produced the LHC (large Hadron Collidor and HAARP) practice this method all of the time. But, the real test comes when the public attempts to call them up and set up a time to actually visit this facility.--You won't be allowed access. And if you are, they are set dates and times that gives you a open-house visit where you are given a very general tour that allows you no access to the controls. Then they shove you out of the door within an hour or two.
6. You create disinformation on this very site that limits information and debunks any attempts for the public to explain the existence of the institution.
7. You hire disinformation experts that counteract the public's inquiries and theories that illuminate your ulterior motives. Disinformation experts are experts at swaying the opinions of the public and it has been PROVEN that they exist on sites such as ATS. The Obama Administration has openly admitted to using such tactics. As a matter of fact, a whole thread was discussed right here on ATS from the article that admitted it.

Once disinformation agents have presented their very LOGICAL arguments against the general public inquiries and have established that the fringe element of the population who constantly have questions for the government as nutjobs, the remainder of the public sides with the B.S. story, relaxes and becomes at ease with the non-association of the people who question the validity of the general information of the technology. In effect, one educated disinfo agent can responsible for restoring order for the institution that is protecting the secrets of their technologies. Since the general public is easily fooled and don't have the motives or volition to question authority, the B.S. explanation is all they need in order to go back to their daily lives and forget the silly little conspiracy that was previously burning in their minds.

All of these points that I have just brought up about protecting our new technology and the motives behind it seems to be very successful, because guess what...It worked on you. And if it worked on you...its safe to say that it will be successful against others who consider themselves to be intelligent, and logically oriented individuals. Once someone like you has been convinced, they ask no further questions and they serve as a deterrent for others who attempt to ask similar questions. Once someone like you has been convinced, they will go out of their way to denounce and convince the rest of the population of their beliefs, and so the cycle continues.

Convincing even one person is half the battle, because that one person will help to re-educate and fool the public at large when too many questions are being asked. Therefore, OUR hypothetical technology will be kept very secret and very safe. Other members of the public will be fooled enough by our endeavor to counteract the fringe element of people who still have questions, and the general public will continue to go about their daily lives, feed the economy, go to work, and let our technology exist because we have created enough of a diversion that will effectively hide the true nature of our project.

This method is used all of the time and it regularly creates victims by using the weapon of information and IGNORANCE.

This is nothing new. You need to read about Operation Northwoods. Operation Northwoods was a disinformation campaign that almost created a WAR. Very much like what occurred with the current war in Iraq.

The Aurora borealis phenomenon that is normally limited to northern polar regions is visible in the atmosphere on the videos below at a latitude for which the probability of being able to see the aurora naturally has a probability of 1 night in 10 years per the Geological Institute at the University of Alaska (ASAHI Aurora Classroom). In the videos, the aurora is being reflected by water droplets in the atmosphere that are contained within cloud formations. The aurora was viewed by a large number of people in the Sichuan Province of China in the minutes before the 7.9 magnitude earthquake that struck on May 12, 2008.

Compare what is seen in the videos cited above to the figure cited below that depicts the aurora. Aurora australis phenomenon that is normally limited to polar regions is visible in the atmosphere at a latitude at which viewing the aurora is very rare. The probability of being able to view the aurora naturally in Chile is 1 night in 10 years. In the videos, the aurora is being reflected by water droplets contained within the atmosphere and is visible Feb. 25-27, 2010 in Chile. Various forms of the aurora phenomenon were viewed by a large number of people in Chile Feb. 25-27, 2010. Please note: the aurora borealis forms an orange aurora ring over the North Pole. The sense one gets from the excerpts that follow is that the use of HAARP to cause ecological changes in/on the Earth (earthquakes, serious weather events) has been condoned by the European Council (precursor to the EU) and it is being used under the guise of “countering the environmental challenge”, the challenge being that (according to the Rothschilds and Rockefellars and other Bildeberger world bankers) the world population is much, much too large and must be reduced by NINTY-FVE percent by 2050. A. Noting that the end of the cold war has substantially changed the geopolitical situation
security and military detente has led to a considerable disarmament in the military field in
general and in the field of nuclear weapons in particular, which has been a significant reduction
in defense budgets,

B. Whereas, despite this complete transformation of the geostrategic situation since the end of the cold war durability of the global environment, particularly biodiversity, both as regards accidental activation (unauthorized nuclear weapons) and authorized use of nuclear weapons, nuclear fear though unfounded, with a threat of imminent attack,

C. Whereas this risk could be significantly reduced within a very short time if
all states that possess a nuclear arsenal quickly implement the six measures included in the
report of the Canberra Commission concerning in particular the withdrawal of all nuclear weapons the current red alert device and the gradual transfer of all arms to the strategic reserve

D. Whereas the artıcle of Nuclear Weapons (NPT) 1996 commits all parties to
“pursue negotiations in good faith based on a treaty of general and complete disarmament”
and that the principles and objectives adopted at the NPT Conference 1995 reaffirmed that
the ultimate objective of the Treaty was the complete elimination of nuclear weapons,

E. Noting that environmental threats, refugee flows, ethnic clashes, terrorism and international crime are new and serious threats to safety and that changing the security situation is becoming an ever more important capacity to face various forms of conflict,

F. Noting that the Earth's resources are being used as if they were endless and this has produced a higher frequency of natural and environmental disasters, and noting also this to these local and regional ecological problems may have important implications for international relations, and regretting that this has not been reflected more clearly in the policy,

G. Whereas the conflicts in the world are predominantly intra-State conflicts rather than between States, and when conflicts arise between States, they are increasingly related to access to basic life resources or their availability, especially water, food, and fuel,


J. Whereas, according to detailed results of international research and published leaks
by the Climate Institute in Washington, the number of "environmental refugees" currently
exceeds the number of 'traditional refugees' (25 million vs. 22 million) and this number is expected to double by the year 2010 or, in worst cases, or become even larger,

M. Whereas there is an urgent need to mobilize adequate resources to meet environmental challenges and noting that the resources available for environmental protection are very limited
forcing a new thinking in relation to the use of existing resources,

N. Noting that, while military resources are released, the military offered the opportunity
only to contribute their enormous capacity to civilian efforts to meet the growing
environmental problems,

O. Noting that military resources are national resources and the environmental challenge is
overall, that therefore there is need to find ways of international cooperation

R. Whereas, despite the existing conventions, research in the military sector continues

Yeah, I've actually heard stories of that sort of thing before as well. Its interesting because not only do nuclear facilities have things of that nature, then imagine all of the other installations that utilize HAARP-like technology.

I appreciate the discussion, not that I entirely agree, you apparently haven't lived in Michigan for ~35 yrs, because this is a very cold planet--or at least it is supposed to be--over here, you can tell the thermal balance of the air is being jacked with in these parts.

Now if only I could get access to some of the equipment onsite and see what it does, that might actually prove or disprove a thing or two, maybe I could attach a motive to what I theorize that the base station transceiver is doing--that would go along way. I need to see the equipment and get specs on what it does.
