I do not have time right at the moment to explain exactly how it works. Look up the twin paradox, Special theory of Relativity (not general) and the Lorrentz transformations. When the satellite reaches high speeds, in a sense it can "see" into the future--but only in the sense of EM waves--but its mass exists in the present which allows for government agencies a way to extract EM waves from the future.
