It is exactly this kind of dysfunctional ideas that make children believe it is "okay" to be perverse and lewd. It is NOT. All this mumbo jumbo about naked bodies being okay is absolute tripe. Shame is a necessarily and vital emotion that is there for a reason. Any attempts to destroy it are driven by anti-social agendas who are trying to subvert and pervert society at large.
In countries like Saudi Arabia, etc, this girl would have been chained to a post and whipped unconscious and legally registered as a whore. In the west we have people who encourage this perversion in the name of individuality and freedom. Apparently, we have lost the middle ground of reason and sanity where such behaviour is condoned as immoral and perverse.
Tha appropriate punishment would be at least 500 hours of community service and a fine for indecent exposure and underage solicitation of sex. Decent society must try to strongly discourage this kind of behavior with moderation and guidance. If parents cant bother to teach children under their care common values than it is society's responsibility to impart society's values on that child.
