The Convention on Certain Conventional Weapons, not the Chemical Weapons Convention, goes on, in its Protocol III, to prohibit the use of all air-delivered incendiary weapons against civilian populations, or for indiscriminate incendiary attacks against military forces co-located with civilians. However, that protocol also specifically excludes weapons whose incendiary effects are secondary, such as smoke grenades. This has often been read as excluding white phosphorus munitions from this protocol, as well. Several countries, including the United States and Israel, are not signatories to Protocol III.
The Convention on Cluster Munitions (CCM) is an international treaty that prohibits the use of cluster bombs, a type of weapon which scatters submunitions ("bomblets") over an area. The convention was adopted on 30 May 2008 in Dublin, and was opened for signature on 3 December 2008 in Oslo. It will enter into force after it has been ratified by 30 states; as of 8 December 2008, 4 states have ratified it and another 90 have signed but not yet ratified it.
The treaty was opposed by a number of countries that produce or stockpile significant amounts of cluster munitions, including China, Russia, the United States, India, Israel, Pakistan and Brazil.

In truth, to end the fighting an international monitoring force must be established to ensure all fighting is stopped between both Israel and the Palestinians. The nations that should make up this force should consist of US, UK, Russian, and Chinese forces to ensure some form of neutrality.

UN Secretary General Kofi Annan said he was "shocked" at the "apparently deliberate targeting" of the post. Israel has expressed "deep regret".
