TBILISI (Reuters) - Georgia and Russia accused each other on Thursday of building up troops and armour at the de facto borders between their forces, and preparing "provocations."
A confidential assessment compiled by EU diplomats in Georgia and seen by Reuters said the Russian reinforcements included tanks, armoured personnel carriers, artillery and "Grad" multiple-rocket launchers.
STOPOL, Ukraine -- Russian Black Sea fleet ships based in the Ukrainian port of Sevastopol are preparing for large-scale naval exercises, RFE/RL's Ukrainian Service reports.
Russian officials have notified Ukraine that 22 of its Black Sea Fleet vessels will leave Sevastopol for military maneuvers. This notification has been issued every day since the beginning of last week, but the ships' departure has been delayed for unknown reasons.
Among the ships taking part in the exercises are three large ships able to carry navy commandos. Three similar-sized ships are currently on patrol near the Georgian coast
Russia threatened on Monday to call off a meeting of senior military commanders with NATO next month if the alliance went ahead with planned exercises in ex-Soviet Georgia, Interfax news agency reported. "If we see no reaction (to Russia's protests about the exercises) ... the Russia-NATO meeting of the chiefs of staff planned for May 7 will not take place," Interfax quoted Dmitry Rogozin, Russia's envoy to NATO, as saying. NATO spokesman James Appathurai said there were no plans to cancel the exercise. "As far as NATO is concerned, nothing has changed," he said. "The meeting of chiefs of defence will take place and Russia is invited, and preparations for the exercise continue...Russia describes the exercises as NATO support for Georgia, a crucial transit route for Caspian Sea oil and gas to Europe, and long controlled by Moscow.
NATO says it does not understand why Moscow is upset by the plans for exercises, which will involve 19 countries from May 6 to June 1.
MOSCOW (Reuters) - The pro-Russian breakaway region of South Ossetia has detained several observers from the OSCE for illegally crossing the Georgian-South Ossetian border, a separatist official told Reuters on Tuesday.
"OSCE representatives were detained on South Ossetian territory for illegal border crossing," Irina Gagloyeva said, without giving further details. She was unable to say how many observers had been held.
An OSCE spokeswoman confirmed separately that two OSCE military observers had been detained by South Ossetian forces.
Two OSCE monitors were released by the authorities in breakaway South Ossetia two and a half hours after their detention on April 21.
Breakaway South Ossetia’s authorities said the two observers were detained “for illegal crossing of the South Ossetia’s border.”
OSCE said that two of its unarmed monitors - one Hungarian and one Turkish national – were detained “near” the village of Nikozi. The village, which is under the Georgian control, is located in an immediate vicinity of the breakaway region’s administrative border.

MOSCOW, May 1 (Xinhua) -- Georgia strongly condemns the April 30 border defense pacts signed between Russia and Georgia's two breakaway regions South Ossetia and Abkhazia, Russian news agencies reported on Friday, citing a statement issued by the Georgian Foreign Ministry.
NATO and the Czech EU Presidency also voiced concerns over the agreements, regarding the documents as a breach of the previous ceasefire agreements reached between Russia and Georgia.
The documents are "another attempt of Russia to enlarge its military presence on the occupied Georgian lands, in the Abkhaz and Tskhinvali districts," the Itar-Tass news agency reported, citing a statement issued by the Foreign Ministry of Georgia on Friday.
"By doing so, Russia opposes itself to the international community and violates fundamental principles and international laws, as well as the ceasefire agreement of Aug. 12, 2008, reached between Russia and Georgia with the mediation of French President Nicolas Sarkozy," said the statement.

Thank you for that. And all of you. So something is stirring. NATO would be more than idiotic to go through with their exercises now. Don't mess with Russia (it's like Texas, only bigger). Their troops are better trained. They may not have the best equipment, but in hand-to-hand they would clean house.
