Nuclear air defense missiles can destroy incoming warheads,but they also fry the area they defend if its too close to ground.

Yes, but only to the tune of around 10-20% or thereabouts if its a full-blown attack.

New as in shorter ranged version of existing missile.

I don't think anyone has any doubt that Russia has advanced missiles. But much like their advanced planes and tanks it's there ability to mass produce or maintain them that is questionable.

This isn't new... They have had this for a good while now and why Trump dropped out of the treaty in 2019 since they never stopped testing missiles in the 400 to 3500 mile range as the treaty prevented.
