Everyone who fired a rocket, or pulled a trigger, that killed someone, or that raped, or stabbed someone, should be prosecuted for their crimes and prevented from ever being able to commit them again.
Perhaps it would be justice if the criminals compensated the families of the victims, too.
It is meaningless what flag they did it under.
