Your legal advice would put people behind bars
If you rent a gun that stays on the premises , there isn’t a background check . If you rent a hunting gun for a weekend there is a background check & many ranges that offer memberships require background checks as part of the agreement.

In Illinois there are many indoor ranges that require membership to use the range & many of those require a criminal background check for membership.

Private ranges and gun clubs offer club gun rentals to members for hunting as on loan . The members must also pass a criminal background check year after year .
