Because they seem to be taking out quite a bit of Gaza, what makes you think they did not hit there accidentally or otherwise?

That definitely looks like a rocket, not an air strike.

I have no way of knowing if that's the source of the damage to the hospital, as I'm not familiar with the layout of Gaza and have no idea if that's where the hospital is.

It is being reported that Israel blames a failed Islamic Jihad rocket attack for the hospital.

They're saying it was actually Palestinian Islamic Jihad rather than Hamas. There are multiple terrorist organizations in Gaza.

Fox News' Trey Yingst just reported that when he was in Gaza a few years ago, PIJ tried to launch a rocket at Israel and it misfired and fell very near to his position in Gaza.

PIJ immediately put out a statement saying Israel had bombed the spot where their rocket landed.

So they are known to blame Israel for their rockets falling in Gaza.
