Christine Lagarde, the IMF’s managing director, said on Wednesday that Ukraine needed to make a “substantial new effort” to invigorate reforms, warning that without such a push “it is hard to see how [a $40bn IMF-led rescue of the economy] can continue and be successful”.

One email, written on Nov. 22, 2016, by former U.S. embassy official George Kent, was particularly chilling. It directly contradicted mainstream media reports in 2020 and public testimony by U.S. officials that “insisted Hunter Biden’s lucrative job with the allegedly corrupt Ukrainian gas company Burisma Holdings … had no impact on U.S. efforts to fight corruption in that country.”
State Department officials in Ukraine told Washington “that Hunter Biden’s business dealings in Ukraine ‘undercut’ U.S. efforts to fight corruption in the former Soviet republic.”
Kent included this guidance: “The real issue to my mind was that someone in Washington needed to engage VP Biden quietly and say that his son Hunter’s presence on the Burisma board undercut the anti-corruption message the VP and we were advancing in Ukraine.”
Kent added: “Ukrainians heard one message from us and then saw another set of behavior, with the (Biden) family association with a known corrupt figure whose company was known for not playing by the rules in the oil/gas sector.”
Hunter Biden’s blatant corruption and hypocrisy had and still have real world strategic and national security costs. If defending Ukraine is a U.S. security interest, American participation in corruption undermines our security efforts. Hunter Biden was hindering Ukraine’s warfighting and corruption-fighting effort.

Kent’s concerns went unaddressed, and in September 2016, he emphasized in an email to his colleagues,
“Furthermore, the presence of Hunter Biden on the Burisma board was very awkward for all U.S. officials pushing an anticorruption agenda in Ukraine.” In October 2015, senior State Department official Amos Hochstein raised concerns with Vice President Biden, as well as with Hunter Biden, that Hunter Biden’s position on Burisma’s board enabled Russian disinformation efforts and risked undermining U.S. policy in Ukraine.
"I have said repeatedly in my previous interviews that [then-Ukrainian President Petro] Poroshenko fired me at the insistence of the then-Vice President Biden because I was investigating Burisma," Shokin said during an interview with Fox News' Brian Kilmeade.
"[Poroshenko] understood — and so did Vice President Biden — that had I continued to oversee the Burisma investigation, we would have found the facts about the corrupt activities that they were engaging in. That included both Hunter Biden and Devon Archer and others."

The National Anti-Corruption Bureau of Ukraine (NABU) said an investigation was ongoing into permits granted by officials at the Ministry of Ecology for the use of natural resources to a string of companies managed by Burisma.
But it said the period under investigation was 2010-2012, and noted that this was before the company hired Hunter Biden.
“Changes to the board of Burisma Limited, which are currently the object of international attention, took place only in May 2014, and therefore are not and never were the subject of (the anti-corruption bureau’s) investigation,” the bureau’s statement said.
