On the surface, and based on Rubio's announcement of what's in his bill (I did not read the bill) it's sort of a "meh."

Does a few good things, does a few tone-deaf things. If they'd actually done some social research, they could have done better.

If Democrats had proposed this exact bill, there's be screams of outrage from the Republicans.
