Kenyan Officials Detail Ambitious Digital ID Plan

About a week before ID4Africa, ICT secretary Eliud Owalo said the government was actively working on such a system for the country and that it is currently involved in “a benchmarking exercise in countries like Estonia and Pakistan.” Authorities are aiming to give every Kenyan a digital ID by March of next year, he said.

On that note, during ID4Africa, Kenya’s Interior Cabinet Secretary, Kithure Kindiki, said the country will upgrade from its current Automated Fingerprint Identification System (AFIS) to an Automated Biometric Identification System (ABIS) that will also support facial and iris recognition technologies. He also explained that the country’s planned digital ID system will use a ‘Unique Personal Identifier’ issued to all newborns.

All of these disclosures suggest a fast and furious pace on the part of Kenya’s government as it pursues an apparently quite ambitious digital ID program — one that could itself serve as a model for others, if all goes well.

ECB warns of hit to top European banks if funds run into trouble

The euro zone's top banks may take a hit if their financial clients, such as funds, insurers and clearing houses, withdrew their deposits or otherwise ran into trouble, the European Central Bank warned on Tuesday.

The ECB study looked into the risk of spillovers from so-called shadow banks -- such as funds and other financial companies that provide funding in one form or another -- to traditional lenders, and vice versa.

You may soon be eating more gene-edited food with Canada's updated seed rules

Canada has just relaxed guidelines around gene-edited seeds, a move that the biotech industry says could lead to everything from Canada planting more drought-resistant crops to, someday, pitless cherries and sweeter broccoli.

On May 3, Minister of Agriculture and Agri-Food Marie-Claude Bibeau announced that the Canadian Food Inspection Agency (CFIA) seed guidelines now allow for some modified plants.

The updated seed rules now allow seeds created through gene-editing that are not spliced with foreign DNA or altered to make them pesticide-resistant.

These seeds will be allowed without an independent safety assessment by the government, as they are already considered safe.
