The Julian calendar Wiki was a pretty good explanation to me.

Not all use the same system of counting time. Though, what folks call the Matrix does use one system, it isn't really linear, but more event and cycle based, working to invert natural patterns. Extreme example, if we have Winter in January, and the system seeks to invert Winter to Summer to alter some natural process, "what is the date when winter shows up?" Is it marked by snow, or by numbers?

What we have seen here for sure that many groups use their own linear calendar, as such, they have enough weight to pull things in their direction, most groups are often at odds with another group if the "topic" or "goal" is global or something bigger than their local universe.
