So the leaders of the mosques are announcing that some Muslims are not able to afford or possibly use a watch or clock? I think that is kind of insulting to the Muslims.

I have never been to a church that used bells. Some had them but did not use them.
Church bells, like bell towers in general, are not needed because of watches and clocks. The same reason industrial plants no longer have steam whistles. They are no longer needed to announce the time.
