Remember historically back in '63? The Cuban missile crisis...the US was so afraid of creating an offensive move against Russia to thwart an almost identical scenario. MRBM 90 miles off the coast of Florida.

The recon flight over Cuba took flak that they were told to NOT report as G2A fire, so they reported it as flying into a flock of sparrows, while the warhawks in DC wanted to charge right into Cuba and invade. Were it not for Kennedy and his inner circle, the world might be very different (ie., non-existent) had they employed anything but a quarantine, meanwhile Adlai Stevenson stood up to Russia at the UN and proved they were lying.

But at that time, back channels actually worked and men, it seemed, were a bit more reasonable than they are now.

So much of these things comes down to not losing face in order to stay in power. But that's a completely different proposition now, with everything everyone says, as well as things they don't say pushed onto every screen in every pocket ad nauseam. While the information age can expose warmongering, it tends to then prolong and exacerbate it.
