US representatives accused Russia of undermining global food security at a recent conference in New York. What could you say about this?
Maria Zakharova:
Indeed, we noted the latest unfriendly statements made by American representatives about our country at the Food Security Conference they organised in New York. It took place on May 18 with a limited number of states but with a very specific task – to prove that the special military operation in Ukraine is the main reason for the global food shortage.
We are not surprised. These anti-Russia accusations are part of a well-orchestrated campaign of the collective West. Its goal is to blame Russia for all global problems. We are well aware that the United States and its allies in Europe are manipulatively trying to disorient the international community and persuade other countries to support the Western anti-Russia line.
In this context, we would like to recall again the real root causes for the deterioration of the global food security situation, which our Western colleagues always seem to forget. The global economic turbulence is the result of their attempts to impose their own vision of an “ideal and universal economic model.” Their own miscalculations and accumulated system-wide mistakes in financial, energy, climate and food policy are merely hastening the onset of a series of global crises.
It would also be inaccurate to downplay the consequences of the COVID-19 pandemic. It is no secret that prices on different products, including food, have been growing for several years now throughout the world due to disruptions in production and marketing chains, soaring freight and insurance costs, and so on.
Finally, the sanctions hysteria unleashed against our country can hardly be considered as contributing to macroeconomic stability. The whole world was affected by a record number of restrictions placed on Russia’s foreign trade. Naturally, economically vulnerable nations were the hardest hit.
The unilateral illegal measures taken by Western countries have worsened the disruption of the logistics and financial chains involved in supplying food to world markets. Restrictions on trade with Russia, one of the leading suppliers of agricultural products and energy, targeted sanctions against domestic economic operators, banks and transport companies, the closure of ports to our ships and refusal to insure cargoes, caused destabilisation and increased global food prices. The continued threats of new restrictions are merely worsening panic and instability.
We are categorically refuting the accusations expressed at the said conference by Executive Director of the United Nations World Food Programme (WFP) David Beasley from the United States. He said Russia was using “hunger as a weapon of war.” Such statements are inappropriate and contradict the principles of objectivity and neutrality that Mr Beasley is obliged to strictly abide by as an international official.
The allegations about Russia’s blocking of Ukrainian grain exports in Black Sea ports and the ensuing grain shortage in the market, are nothing but unfounded assumptions. Russia is not blocking Ukrainian exports. Logistics problems were caused by Kiev when its troops mined their own seaports. Russia is continuously opening humanitarian corridors to the sea.
Russia continues supplying food products in line with its commercial commitments and as humanitarian aid to the population of needy countries via bilateral and multilateral channels, including the WFP. Our country is interested in the stable functioning of the global food market.

Under the Convention on the Prohibition of Biological and Toxin Weapons, each State Party submits an annual report in the form of a declaration of compliance with the requirements of the convention. It is currently the only reporting document on the implementation of the Convention in the framework of the Confidence Building Measures.
Due to the investigation of US military and biological activities on the territory of Ukraine, we have analysed the documents sent by these states to the UN.
It should be noted that neither Ukraine nor the United States provided information on cooperative biological research and development in the area of biological protection in the said submissions (in Form A, Part 2 "i"). Also, Poland and Germany have not declared engagement with Ukraine in their reports.
In addition, in these reports (Form F) for the period from 2016 to 2020, Ukraine states that: "The Government of Ukraine has not conducted and is not conducting any offensive or defensive activities in the framework of biological research and development programmes. The Government of Ukraine does not have any information on such activities of the former USSR on the territory of Ukraine since January 1, 1946".
This contradicts a May 20, 2022 statement by Lewis Gitter, U.S. Deputy Permanent Representative to the OSCE, that assistance to Kiev is aimed at "...reducing biological and veterinary risks, as well as securing the illegal stockpiles of biological weapons left behind by the USSR...".
In addition, there are numerous inconsistencies in Ukraine's reporting. Thus, the Confidence Building Measures form A for 2020 declares the complete absence of national biosecurity programmes. The Research Institute of Microbial Strain Biotechnology in Kiev, as a participant in the biological defence programme, is listed in part 2 "i" of this form.
In addition, the characteristics of the facility (area of laboratory facilities, number of staff) do not match the information previously submitted by Ukraine.
The question arises: Why did the US and Ukraine's reporting documents to the UN not include work under the joint military-biological projects codenamed UP? Such secrecy is another reason to think about the true goals of the Pentagon in Ukraine.
The official documents before you confirm that the Pentagon, represented by the US Defense Threat Reduction Agency (DTRA), is organising work with a clear military-biological focus.
Note the memorandum prepared by the Office of the US Secretary of Defense regarding the UP-2 project to map highly dangerous pathogens in Ukraine.
The document notes that the main objective of this project is to collect information on the molecular composition of pathogens specific to Ukraine and to transfer samples of strains.
Separately, it is emphasised that this work should be in line with the main guidelines for the Ukraine Cooperative Threat Reduction Programme on Preventing the Spread of Biological Weapons on November 29, 2005.
A similar memorandum was prepared as part of the UP-1 project to study rickettsia and other diseases spread by arthropods. The document notes the need to transfer all collections of highly dangerous pathogens to a central reference laboratory in order to facilitate their orderly export to the USA.
As part of the Cooperative Threat Reduction Programme, an extensive UP-4 project was carried out to investigate the possibility of spreading highly dangerous infections through migratory birds. Documents received show that 991 biological samples were collected between November 2019 and January 2020 alone.
A total of ten such projects (including UP-3, UP-6, UP-8, UP-10) have been reported to have involved work with pathogens of particularly dangerous and economically important infections - Congo-Crimean fever, leptospirosis, tick-borne encephalitis and African swine fever.
Today, we would also like to draw attention to the numerous breaches of safety requirements in Ukrainian laboratories.
For example, work with dangerous pathogens under Pentagon control in Kharkov, Kiev and a number of other cities was carried out in laboratories with insufficient staff protection. However, according to official data, only three laboratories with a BSL-3 biosafety level are authorised to conduct such tests. These are the Odessa Anti-Plague Institute, the Lvov Research Institute of Epidemiology and Hygiene and the Public Health Centre in Kiev.

The Armed Forces of the Russian Federation continue the special military operation in Ukraine.
As a result of joint action by units of Donetsk People's Republic and the Russian Armed Forces, Krasnyi Liman has been completely liberated from Ukrainian nationalists.
High-precision air-based missiles of the Russian Aerospace Forces have destroyed the forward comand post of the 30th mechanized brigade of the AFU in Bakhmut and command post of the territorial defence brigade in Soledar.
In addition, 5 command and observation posts, 17 areas of Ukrainian military manpower and military equipment concentration, and 4 ammunition depots near Nyrkovo, Bakhmut and Mironovka of the Donetsk people's republic have been hit.
Operational-tactical and army aviation have hit 6 command posts, 1 communications centre, 4 ammunition depots, 2 Grad MLRS batteries, as well as 50 areas of manpower and Ukrainian military equipment concentration.
The attacks have resulted in the elimination of more than 260 nationalists.
In addition, fighter aircraft have shot down 2 Su-25s of the Ukrainian Air Force over Zagradovka, Kherson Region, and Barvenkoe, Kharkov Region, over the day.
Russian air defence means have shot down 1 Ukrainian Mi-8 helicopter near Orekhovo, Zaporozhye Region.
Also during the day, 18 Ukrainian unmanned aerial vehicles have been shot down in the air over Zhovtnevoe, Pitomnik, Russkaya Lozovaya, Liptsy, Volokhov Yar, Glubokoe, Strelechya, Petrovskoe, Mikhailovka, Mospanovo, Malye Prokhody in Kharkov Region, Pervomaisk in Lugansk People's Republic, and Voznesensk in Nikolaev Region.
Including 1 Ukrainian Bayraktar TB-2 unmanned aerial vehicle shot down near Pokrovka, Nikolaev Region.
In addition, 1 Ukrainian Tochka-U ballistic missile have been intercepted near Svatovo, Donetsk People's Republic, and 7 Smerch rockets have been shot down near Sukhaya Kamenka, Kharkov Region, and Golaya Pristan, Kherson Region.
Missile troops and artillery have hit 57 command posts, 618 areas of manpower and military equipment concentration, 42 Ukrainian artillery and mortar units at firing positions and 2 batteries of Grad multiple-launch rocket systems.
In total, 182 Ukrainian aircraft and 128 helicopters, 1,045 unmanned aerial vehicles, 324 anti-aircraft missile systems, 3,297 tanks and other armored combat vehicles, 444 multiple launch rocket systems, 1,714 field artillery and mortars, as well as 3,245 units of special military vehicles were destroyed during the operation.

We are talking about good relations between Russia, China and India. Can these countries form an alliance against US hegemony?
Sergey Lavrov:
We never form alliances against anyone and never make friends with someone against others. We have a ramified network of partner organisations established many years ago. I will mention the organisations established after the Soviet Union’s disintegration. These are the CIS, the CSTO, the EAEU and the SCO on a broader geopolitical plane. The SCO has established and is developing close ties with the EAEU and as part of the linkage of Eurasian integration projects with the Chinese Belt and Road Initiative. The EAEU and the PRC have signed an agreement. The linkage of these integration projects is embracing more and more territories. Thus, in addition to EAEU-SCO cooperation, these organisations have memorandums on cooperation with ASEAN. The Greater Eurasia project (or the Greater Eurasia Partnership) should embrace the whole of Eurasia. President of Russia Vladimir Putin spoke about this at the Russia-ASEAN summit six years ago. It is based on the processes on the ground and has a Eurasian dimension.
Many countries of the Arab world are interested in establishing partner relations with the SCO that represents all other leading sub-regions of our enormous common continent. These are efforts to build constructive and positive (not antagonistic) alliances that are not aimed against anyone. They are gradually acquiring a global character, which is reflected in the development of the BRICS Five (Brazil, Russia, India, China and South Africa). Our Saudi friends and Argentina are interested in it. Argentine Foreign Minister Santiago Cafiero expressed his country’s desire to become a full member of BRICS.
BRICS is preparing for a regular summit. It will create an outreach format in which a dozen developing nations will take part. These processes are underway. We know that our Western friends have many phobias and complexes of their own superiority and infallibility. But they are also paranoid. The West sees opposition and a threat to its domination in any process in which it does not take part and which it does not control. It is time to get rid of these manners and customs.

The Armed Forces of the Russian Federation continue the special military operation in Ukraine.
High-precision long-range missiles of the Russian Aerospace Forces have destroyed a large arsenal of the Ukrainian Armed Forces at an enterprise's storage site in Krivoi Rog, Dnipropetrovsk Region.
During the day, high-precision air-based missiles have hit 3 command posts, 25 areas of AFU manpower and military equipment concentration and 2 artillery batteries at firing positions.
1 Osa-AKM anti-aircraft missile launcher near Nikolaevka, Donetsk People-s Republic, 1 air target detection and tracking radar near Boguslavka, Kharkov Region, and 5 ammunition depots near Krasnogorovka, Pokrovskoe, Donetsk People's Republic, Severodonetsk, Lugansk People's Republic, and Bezrukov, Kharkov Region, have been destroyed.

4 Ukrainian unmanned aerial vehicles have been shot down near Malye Prokhody, Pitomnik in Kharkov Region, Mirolyubovka in Dnepropetrovsk Region and Nizhnyaya Krynka in Donetsk People's Republic.
1 Ukrainian Smerch multiple rocket has been intercepted near Malaya Kamyshevakha, Kharkov Region.
Missile troops and artillery have hit 62 command posts, 596 areas of manpower and military equipment concentration, as well as 52 positions of artillery and mortar units of Ukrainian nationalists.
In total, 183 Ukrainian aircraft and 128 helicopters, 1,049 unmanned aerial vehicles, 325 anti-aircraft missile systems, 3,309 tanks and other armored combat vehicles, 447 multiple launch rocket systems, 1,722 field artillery and mortars, as well as 3,270 units of special military vehicles were destroyed during the operation.

To follow up on the previous contacts in this format, the leaders exchanged views on the most recent developments in Ukraine. The President of Russia informed the other parties at length about the latest events in the context of the ongoing special military operation, noting that the Russian Armed Forces are strictly observing the norms of international humanitarian law, and spoke about the systematic work being carried out to establish peaceful life in Mariupol and other liberated cities in Donbass.
Special attention was paid to the progress on the negotiation track, which has been stalling through Kiev’s fault. Vladimir Putin reaffirmed the Russian side’s openness to the resumption of dialogue.
The President of Russia was critical of the continued dangerous practice of pumping Ukraine with Western weapons, cautioning against the risks of the country’s further destabilisation and aggravation of the humanitarian crisis.
The parties reviewed in detail the global food security concerns. Vladimir Putin explained the real reasons for the unstable food supplies, saying that the disruptions were due to Western countries’ erroneous economic and financial policies, as well as their anti-Russia sanctions. He substantiated his statements with evidence and specific data. Russia, on the other hand, is ready to help find options for unhindered grain exports, including the export of Ukrainian grain from the Black Sea ports. Increasing the supplies of Russian fertilisers and agricultural produce will also help reduce tensions in the global food market, but that will definitely require the lifting of the relevant sanctions.
