OK, let me get this straight...
California has the authority to circumvent Federal law enforcement (ICE) and disobey Federal law to protect illegal aliens, despite the US Constitution specifically granting authority over national borders and immigration to the Federal government exclusively.
Texas does not have the authority to make state policy concerning a vaccine, despite the US Constitution never once mentioning medical standards or procedures in the powers it grants the Federal government.

Excellent points! We'll see how the courts weigh in. The courts stopped AG Barr from withholding funds from CA because CA harbored and shielded illegal aliens.
How to get that from me saying the president has authority over federal agencies like OSHA, workers, contractors and subcontractors, while governors do not?

Gov. Abbott is desperately pandering for votes in the upcoming gubernatorial race. I don't know why he thinks a state governor's executive order trumps a presidential executive order. I'm not sure either of them are constitutional, and Biden's admin still has yet to flesh out their OSHA regulations regarding vaccines, but SCOTUS has upheld vaccine mandates.
I just don't see this EO holding up in court.
