State governors formed a political pact, US Climate Alliance, with other US states. They did not stop Trump's withdrawal of the Paris Accord.

But Trump did try to block california from bringing in regulations on fuel additives, and he amend existing legislation to prevent states from issuing protected waterway status to flood plains.

There is no presidential EO covering this (yet) that I am aware of. Just a MSM “proclamation”.
President Joe Biden on Thursday issued two executive orders mandating vaccines for federal workers and contractors and announced new requirements for large employers and health care providers that he said would affect around 100 million workers, more than two-thirds of the U.S. workforce.
Accordingly, building on these actions, and in light of the public health guidance regarding the most effective and necessary defenses against COVID-19, I have determined that to promote the health and safety of the Federal workforce and the efficiency of the civil service, it is necessary to require COVID-19 vaccination for all Federal employees, subject to such exceptions as required by law.
(b) By September 24, 2021, the Safer Federal Workforce Task Force (Task Force) shall, as part of its issuance of Task Force Guidance, provide definitions of relevant terms for contractors and subcontractors, explanations of protocols required of contractors and subcontractors to comply with workplace safety guidance, and any exceptions to Task Force Guidance that apply to contractor and subcontractor workplace locations and individuals in those locations working on or in connection with a Federal Government contract or contract-like instrument (as described in section 5(a) of this order).
Finally, President Biden announced The Centers for Medicare & Medicaid Services (CMS) will require COVID-19 vaccinations for workers in most health care settings that receive Medicare or Medicaid reimbursement, including but not limited to hospitals, dialysis facilities, ambulatory surgical settings, and home health agencies. This new requirement builds on CMS’s existing vaccination requirement for nursing facilities, and will apply to nursing home staff as well as staff in hospitals and other CMS-regulated settings, including clinical staff, individuals providing services under arrangements, volunteers, and staff who are not involved in direct patient, resident, or client care. These requirements will apply to approximately 50,000 providers and cover a majority of health care workers across the country.
Biden signed an executive order on Sept. 9 directing the Occupational Safety and Health Administration to develop an Emergency Temporary Standard that would require employees to be vaccinated or be tested once a week. Businesses could face fines up to $14,000 per violation.
It has now been weeks, and OSHA still hasn’t given further details. The agency did not respond to a request for comment. Some companies, though, are getting a jump on the edict.
