That statement implies travel TO Canada doesn't require a passport, if it was about you then sentence would have read, 'From a country that doesn't require ME to use a passport to return to'.

I live in the UK remember, I live in England. Wales is a country, it's about 25 miles away and I don't need a passport. There's no border, some roads there's not even a sign.
