Without seeing the video I would say that this looks very "Deep Fake". His head and neck seem to be different resolutions.

I had a thought after reading about the mess in Afghanistan. It's retaking ground lost after Trump came into office or ISIS 2.0. The Caliphate that was vanquished makes it's return and questions about who on our "side" assisted is back! Everyones favorite three letter agency must be planning something big I think.
