The language of the agreements between the countries that the USA are partners/Allies with has included extradition of criminals who commit crimes that affect the US and if our citizens are dying from the drugs, then they sure want in on that. We can't do that in China nor Russia but many other countries we have those agreements. YES, it sounds like some kind of world police force to me too.
