Why?
Either way, it appears to have been there a while, unless it is just sitting on top of the dirt. If buried, there is no disturbance around the base which suggests it has been there a bit.

If this thing is actually buried, and if it is deep, I would really wonder how long it was there.
Hutchings was flying for the Utah Department of Public Safety, which was helping wildlife resource officers count bighorn sheep in the south of the state.

Park services , wildlife orgs keep count of Bighorn sheep . (and others)
Wild horses , wild pigs , etc.

One way to critically evaluate things is to remain cynical and look for inconsistencies.
Granted it does make sense for an underfunded parks & wildlife service to make use of a DPS helicopter and pilot. The confusing thing is the stories mentioning "traffic officers" posting pictures.
Also, they could have been traveling past the desert area on the way to more pastoral ones.
Clearly, this is not some ancient strangeness, though. It looks rather like a PR stunt.
