TTSA's 'real' mission was and is to 'weaponize ignorance'.
Do you really think that Kev? All is not as it seems that's for sure.

House Panel to Hold Public Hearing on Unexplained Aerial Sightings A subcommittee of the House Intelligence Committee will hear testimony next week from two Pentagon officials.

In my opinion, the purpose of the TTSA was the same as Greer's Disclosure Project and Bassett's Citizen Hearing on Disclosure: to get the attention of politicians and creating pressure on the Pentagon.
Now the game is in the hands of politicians ... and the Pentagon
I think we will not be able to achieve anything but the Pentagon will be forced to say something to end the discussion ... I'm waiting

I also can't keep up with Zondo. He seems to have his finger's in a lot of pies.

Let's see what happens. But the problem is the Pentagon doesn’t have the capacity to end the ufo mystery.
And now with the cold war almost turning into a hot war, this issue will likely fade away.
I seriously doubt America's government is capable of conducting such a cover-up on a worldwide scale. Which means it's a tiny issue confined to America or the US government really doesn't know if some UFOs represent something otherworldly or not.

Problem with Greer and Bassett was it was all lazy ufology. They started out with a parade of many of the usual UFO storytellers. On the surface it gave an air of authenticity to the topic. But when you dig deep there just isn't enough there to take the topic any further. Some folk rolled out are in ufology for ufotainment, personal fame and cash. Others set the bar low for what constitutes proof.
It also meant they could avoid inconvenient truths. Claim the American Government is hiding it from you. If the American Government denies, then you can claim you are vindicated and there is a cover-up.

Bigelow and his tactics of acquiring and squirreling away UFO information from various entities and then silencing them with NDAs has been particularly suspect for decades. Ably assisted by his media PR chum and the folks who surround him. Yet ufology gives him a free pass and no pressure is placed on him at all to 'disclose' why he does it and what he does with the information.

If it were an academic grant, then its pretty strange to play coy with the source
