(Although, technically, the "Bradley" isn't a tank. It is the American equivalent of Britain's Warrior combat vehicle.)

There are at least two VERY large maneuver areas for military forces in southern California. The equipment may well be on its way to a training exercise. Hard to say without context.

For control of unruly civilians, armored vehicles are usually overkill. They are sometimes deployed as a show of force, although on occasion crazed governments have used them to terrible effect on crowds.

U.S. authorities will have difficult choices to make if the gangs in cities opt to make trouble.
