SAPs are a protocol that programs have to follow in terms of how they are funded and reviewed. There are Waived, Unacknowledged among various other versions and forms which again, I am not going to bore people to death with.
Example;
The B21 Stealth Bomber is an acknowledged SAP - we as the public are aware of its development, its designation and overall that is actually exists, we even know when its first test flight is (well the 1st official one - hint its not!) but there is literally nothing else known, as we don't have a need to know that information and there will be few that do.

He still states he did not "release" the videos but that the DoD did? Which contradicts what the DoD have stated directly in relation to the release of the videos. There is no release information in the FOIA's that have been logged and responded to either.
Whats interesting here is the FLIR1 video from wayback in 2007 - who downgraded that? - Or is that why there are differing versions of that original video floating around?

TTSA has a contract with EarthTech International Inc., a research think tank in Austin, Texas, founded by Puthoff, to analyze the materials, evaluating them for such characteristics as exceptional strength, lightweight build, or other unusual properties.
