and how it explains close encounters of the third kind? where we actually can see the ocuppants exiting? or really any reports where the UFOs have mechanical elements like windows, hatches, ladders, stairs, etc

its a guy talking about deep new age woo like meditations, planes of existence, channeled materials and a lot of other bizzare stuff in freaking MIT during a workshop of what was supposed to be "advanced propulsions" yet not only his talk din't even breach the subject but the workshop also contained nick cook (of nazi bell fame), eric davis (the guy that said with a straight face that there was a crash retrieval program that ended in 1989) , George Hathaway (putthoff's lost twin) , Jeffrey Kripal (a ufologist with 0 scientific experience), Montgomery Childs (of eletric universe fame) and the workshop topic list contains this line:

Anomalous human capacities, levitation, qi, remote viewing, psychic, savants, superhuman strength

what any of that has to do with breaktrough propulsion research is anybody's guess

That's a consideration I think many of us have mulled over quite a lot, there are other things in the background going off that are of huge interest that play some part / role of what we are seeing.

This is obviously where they want to push the narrative now. All these anomalous events are connected. Standard propulsion is a dead end. The next frontier is manipulating space and time with the power of our minds.
