Bravo good sir for such a great analysis of what we are currently seeing unfold.
Everything they attempted to do to Trump (regardless of your opinion of him) is a direct slap in the face of everything people are led to believe about American "exceptionalism".
It seems as if the FBI is basically acting as its own entity that is not accountable to the people. We are talking about one of the most powerful agencies in the world, with the power to look into anyone life at a whim, possibly favoring one political party, and having no accountability to the people whatsoever. This is a nightmare.
This may be the most important point, I and many others have long maintained that the FBI and other alphabet agencies are precisely that. Entities that are not accountable to anyone except for what is known as the deep state.
The best part about all of this is the potential for our liberal friends to realize that the deep state absolutely exists and they have been championing the left version of their narrative, much like conservatives did for the right during Bush.
Fortunately the white hats that have been in the shadows with the dark, appear to have came up with a strategy of exposing them. They utilized Trump to do so, the more we see behind the curtain the more Trump proves to be exactly what this country needs, regardless of the extreme divide being spread by the media to hide the crimes of the guilty.

Over a career that spanned more than 20 years, Steele performed a series of roles, but always appeared to be drawn back to Russia; he was, sources say, head of MI6’s Russia desk. When the agency was plunged into panic over the poisoning of its agent Alexander Litvinenko in 2006, the then chief, Sir John Scarlett, needed a trusted senior officer to plot a way through the minefield ahead – so he turned to Steele. It was Steele, sources say, who correctly and quickly realised that Litvinenko’s death was a Russian state “hit”.

Lawyers for the conservative publication Washington Free Beacon informed the House Intelligence Committee Friday that the organization was the original funder for the anti-Trump opposition research project with Fusion GPS.
The Free Beacon funded the project from the fall of 2015 through the spring of 2016, whereupon it withdrew funding and the project was picked up by the Democratic National Committee and the Hillary Clinton campaign.

While you cry Hillary and expound on your fantasy tale...
We've established the credibility of the author who has a history of providing reliable intel and is respected by the FBI, CIA and British Government. Also that he was a Russia specialist for the Secret Intelligence Service (MI-6) which explains his Russian sources.
And this echoes that sentiment:
former CIA colleagues told me that he recognized the reports as the obvious product of a former British Secret Intelligence Service officer, since the format, structure, and language mirrored what he had seen over a career of reading SIS reports provided to CIA in liaison channels.
And as far as the content of the report, we have this...
A lot of the Steele dossier has since been corroborated.

Your slate article shows noproof the document is correct. He does a lot of speculation as to why he thinks it real and should be investigated. And ignores things that were shown to be lies. There is a lawsuit to watch because they will have to show the dossier false. Lawyers for Aleksej Gubarev, a Russian tech mogul who was named in the dossier, were recently granted approval by Judge Ursula Ungaro of U.S. District Court in the Southern District of Florida to seek British approval to question Steele under oath as part of Gubarev's libel suit against BuzzFeed.

I agree with the title. But not with your reasons.
I believe Hillary and the FBI do not want to release the contents of the dossier. The Republicans who started the research with this Analytical dropped it like a hot potato.

1 former MI-6 agent with solid history and reputation who authored a report on Trump/Russia collusion,

CIA, NSA, and FBI assessment of Russian interference in the 2016 election
+
The ongoing FBI investigation of the Trump campaign’s possible collusion of Russia...
I think I’ll go with MI-6, FBI, CIA, and NSA on this one, thanks.

The question is how credible is the author of the report. Does he have a history of spreading false stories or does he have a history and reputation for gathering reliable intel.
All signs point to the author being a credible source of intelligence gathering. Highly regarded by the FBI, CIA and British Intelligence.
