Perhaps the room was the sales/distribution point for 'modified' weapons.
Also, it's worth noting that a big Vega gun show was scheduled for the same week. Criminal/gang/mob/terrorist buyers would already be in town...but looking to him for some 'modified' weapons.

Despite earlier reports that Paddock had cameras set up in the hallway and in his doors’s peephole police now say the cameras weren’t in use at the time of the shooting.

Only arms deal angle makes any sense.
If you plan to shoot a lot of people, you don't need a lot of guns.
You need one gun and lots of bullets.
A man only has two arms. Can't fire 19 semi-automatic rifles with two arms.
The fact that he had so many guns in the hotel room, signals to us that he was "showing" these items to one or more buyers, just like a gun store would.
