I can understand the want/need/joy in showing-off a firearm one may own, but if he pointed the laser at Williams and it was attached to the firearm, that means he pointed the barrel at him as well and that is a violation of the 1st rule of safety, as you said.

The key to understanding and protecting our 2nd amendment right is respecting the responsibility.

The point of the rule is to not have someone point a loaded gun thinking it is unloaded.

People have been killed by guns thought to be unloaded.
