Better safe than sorry is the mindset of many.
There are few genuine war refugees anyways, most are economic opportunists and young men, not families fleeing war.

The others think that if you're nice to someone, they'll be nice to you. Even after attacks happen, they don't change their mind.

This would not apply as the EU and the UK do not have such fleshed out systems of vetting.

And while all would agree that its wrong to perpetrate violence against anyone or any one particular group, it does make one wonder.....who's really to blame for this? Why are 18 year olds forced to sign up for the Selective Service system?

Don't need to change what? Other religious groups were discriminated against initially, but eventually these groups learned to integrate themselves into society through assimilation. Imagine how ISIS might be royally screwed if we, in the US (and the West), EMBRACED every Muslim here. Imagine if we all started to seek out ways to protect the Muslims that are being attacked (illustrated in the OP)... The vetting is done by asking questions of potential immigrants.
Documentation from foreign countries is often missing or forged easily.
It's not very effective at weeding out any particular group but it looks good and gives the government the ability to say "we did our job".
Then when something happens "They slipped through cracks in the system"
9/11 happened the same way only the Embassy in Jeddah was told to give everyone a visa who applied.

As long as the human race continues to see each other as different rather than as the same species there will always be hate and division on both sides.
