Incorrect.
Her test administrator failed her FST.
The commissioner passed her through.
If the test administrator had marked the FST as a "pass" (as you are so insistent about), there would have never been an article about Rebecca Wax. The whole reason this is an issue is because "somebody" made sure that the media knew she had failed a required pass test, but was graduated regardless.
