Pull out of any treaties.
Put back the missile defense network in the EU.
Kick their snip off of the UN Security Council.
Lots of stuff could be done.

Open as many cultural exchanges as you can.
Encourage as much Russian -> US education as you can.
Erode the base that gives the leader power. Remove the threat long term.
If the rest of the world did that to us for all the dirt we did over the years we wouldn't have a pot to piss in or a window to throw it out of...just saying. America has done far worse things than shooting a plane out of the sky.

As for why the US should act first...well, your government likes to be the boss...time for them to act like the boss.
As for what NATO should do...
They should first determine where the missile cam from, and if possible, where the launching vehicle came from.
If it was launched from one of BUK's stolen from a Ukrainian base...than there is not much else to do.
There is a reason the major powers use proxies.
The US doesn't have to do anything.
