Its called a scorched earth policy and Russia used it to prevent critical infrastructure / supplies / etc from falling into Nazi hands. They even packed up their manufacturing centers and moved them farther east.

I think the Russian rule with offense is let the enemy Invade then chew the invaders up to such a extent most there military is smashed in the vast burning fields of Russia and the country broke. Its then Russia goes on the offensive and how they ended up in Berlin and before that Paris.

The other advantage gained by scorched earth -
The enemy becomes overconfident due to light resistance.
As they push forward, taking in more territory, they are forced to garrison / protect flanks / etc.
The big issue is it lengthens the advancing army's supply lines.
The Germans got tagged with that in WWII in Russia, a partial issue when they blitzed through the Benelux countries. The Allies got hit with it after D-Day when they made impressive inroads into French territory. The drive to Germany was a back and forth between Montgomery and Patton. One advances, supplies to the other goes stagnant. The supply line issue is why the allies wanted Antwerp - Deep water and close to the front.
Modern technology pretty much made scorched earth obsolete.
