They aren't! This is clearly some idiot doing it for a joke, not realising they've got the FBI speeding to their location to verify.
Shutting off any kind of communication service would be a terrible idea, imagine if he just walked into someones house and no-one could call anyone to tell the police...

That is double edged. The Police are using cell phones to coordinate and communicate sensitive information that they don't want to transmit over open channels.
