It is wise to be distrusting of unrestrained power and avarice.
It really requires a complete and full understanding of the interaction of every species, cell, bacterium, macrophage, virus gene, enzyme, protein, RNA and DNA strand involved with every modification. You basically need to test that modification against the local environment. Which is what natural selection does, but at least the interactions are reduced by just keeping modifications local. With GMO, you make a change, distribute it across the continent, and hope for the best.
Then we will be able to successfully genetically modify any organism or even create our own from scratch.

Now that you mention it, hell, anyone with the brains and equipment could create a GM killer virus that targets only specific organisms (that happen to be GM variants).
You may need to design several of them though, because attacking a vast array of organisms would be difficult with only one route. Having an assortment would seem to level out the odds.
