These are the kind of comments that scare the hell out of me, but I know they are true.

OP, if a patient went into a counseling session making the statements she made inside your salon, a TRAINED therapist (at any level of training), would pick up the phone and call the non-emergency number for the police.
Ask to make a report. Collect EVERYTHING concrete you have, receipts, video, signatures, etc. if Po-Po says there is nothing they can do, for whatever lame-ass reason they give, fine. You could ask to have a plain clothes officer to just be present for her next appt. for your protection. Officer Friendly will probably not comply with that. Get the card ofthe officer that takes report. Call him/her when she makes her next apt, and report that to the same officer.
The next time she arrives in your store and gives ANY indication of unusual/threatening behavior (even verbal descriptions of harming others)-CALL 9-1-1!!! Do so outside the range of her hearing. Calmly give your address, explain there is a woman in your store - at this point quote anything she has said that leaves you feeling afraid (and I believe any woman singing church songs about spree killing counts as being worthy of fear).
Don't second guess yourself. You know nothing of her. Self preservation is nothing to be ashamed of. Saving two dozen lives is possible.
