There are very good reasons why people keep track of "disaster prep" exercises and rehearsals. For some completely random, statistically odd reason they always seem to be occurring when a terror incident happens.
Events like this also provide a great cover story. They attract protestors (real or contrived) and if the media claims some disturbed individual or an organized group chooses it to conduct some kind of attack the general public will tend to believe it.
Everyone knows these large scale meetings, rallies, conventions attract the nutters like moths to a flame, right?
Just as there are certain places specific types of people don't go because they are not safe, there are specific events you should probably avoid:
1. Downtown Seattle on May Day or during WHO conventions
2. Political Conventions
3. NATO, G8 or any other world government summit
4. Any hunting trip including Dick Cheney

He pushed to host the NATO and G8 in Chicago. However as you may or may not know the G8 has been diverted to Camp David. That said I am not worried anything will happen.
Also, there are more people murdered in Chicago every week than soldiers dying in Afghanistan, a war zone. It is a dangerous city in some areas. Again, I'm not worried. If anything does happen it is the government yet again playing their silly control the sheep with fear game.
There are no tanks on the outskirts of Chicago.
There currently is no martial law of any kind going on.
Yet, why does a guy who is a top person in the current administration decide he wants to step down and become mayor of the just barely 3rd largest city in the USA?

yeah that makes perfect sense. Here is the question....why would you expect to arrest that many people? They are simply manifesting their right to protest. They are not like planning to blow things up? What is so criminal with people gathered in mass?
oh and yes. The city is not yet under martial law, but they plan to implement it within the "red zone" when the summit begins. So, why? They will make people go insane if they do not respect them and their civil liberties. You start cracking heads and arresting people and you WILL bring out the worse in them. It is best to allow civilized dissent rather than absolute silence to opposition. They will create a situation in which things will get out of control.
